Russia launched a massive combined air attack on Ukraine overnight on 14-15 June, deploying 70 missiles and 611 drones against targets across the country. The assault, concentrated on Kyiv, also struck Dnipro and Kharkiv, causing widespread damage, power cuts affecting 140,000 households in the capital, and at least four deaths with 30 wounded, including children and a pregnant woman. In a separate incident in Kharkiv’s Kholodnogirsky district, Russian forces used a double-tap tactic, hitting a civilian enterprise and then striking again as emergency crews arrived, killing five State Emergency Service workers and wounding five more.

UNESCO world heritage site hit

In Kyiv, falling debris ignited a fire on the roof of the Dormition Cathedral within the Kyiv Pechersk Lavra, a UNESCO World Heritage site. The blaze also damaged the Mystetskyi Arsenal national museum complex. At the Dovzhenko National Film Studio, the country’s largest and oldest costume collection – some 100,000 costumes and three million clothing items – was destroyed. The Kharkiv Art Museum, home to one of Ukraine’s most valuable art collections, was also targeted. These attacks constitute a violation of the Hague Convention on the protection of cultural property during armed conflict.

Double-tap strike on rescuers condemned

The Kharkiv strike deliberately targeted first responders, a practice prohibited under the Geneva Conventions. After the initial missile hit a civilian facility and wounded three men, a second strike landed while rescue teams were on site, killing five firefighters and injuring five others. This pattern of repeated strikes on civil infrastructure and rescue personnel indicates a tactical shift aimed at maximising civilian casualties and terrorising rear areas, as Russian forces have failed to achieve significant territorial gains on the front line.

Implications for British security and economy

The attack underscores the Kremlin’s determination to sustain the war despite heavy losses, relying on imported Western components for missile and drone production. For British households, the continued escalation risks further volatility in global energy markets, as Ukraine remains a key transit route for Russian gas to Europe, though current flows are minimal. More directly, the UK, as a leading donor of military aid to Ukraine, faces mounting pressure to supply additional long-range strike capabilities and advanced air defence systems such as Patriot, NASAMS and IRIS-T. Any increase in defence spending to meet these requests could translate into higher taxes or reduced spending on domestic services. Furthermore, the deliberate targeting of cultural heritage sites may prompt the UK government to contribute to UNESCO-led restoration efforts, adding to the financial burden on British taxpayers.

Broader strategic context

Russia’s continued ability to carry out large-scale strikes, despite sanctions, highlights gaps in the enforcement of export controls. Moscow is procuring microchips and components through third countries to sustain its missile and drone production. Western allies, including the UK, are being urged to impose secondary sanctions on entities that facilitate these supply chains. The repeated attacks on civilian targets also strengthen the argument for lifting restrictions on the use of Western long-range weapons, which currently force Ukraine to intercept incoming threats over its own cities rather than neutralising launch sites inside Russia. Without such changes, the UK and its allies may face prolonged instability at Europe’s eastern flank, affecting everything from defence budgets to refugee flows and energy security.
