Strategic Partnership in Drone Manufacturing and Intelligence Exchange
Ukraine and Latvia have signed a new Memorandum of Cooperation that marks a major step in the development of their defense industries. According to Ukrainian Defense Minister Denys Shmyhal, the agreement includes joint production of maritime, long-range, and FPV drones, as well as collaboration in IT solutions and intelligence sharing. Under the memorandum, both sides will establish joint ventures in Latvia for drone manufacturing, while Latvia will continue to supply Ukraine with armored vehicles, ammunition, spare parts, and repair equipment.
This partnership builds upon previous successful defense cooperation. Two Latvian companies were recently selected to supply Ukraine with 12,000 drones worth €17 million, while another contract worth €24 million was signed for additional UAV deliveries. Within the European “Drone Coalition” initiative — co-led by Latvia and the UK — more than €1 billion in commitments have been made to strengthen Europe’s defense capabilities against Russia. The drones produced in Latvia will not only serve the Latvian National Armed Forces but also NATO allies, providing a significant strategic boost to the alliance’s deterrence posture.
Economic Growth and Industrial Multiplier for Latvia
Experts estimate that the memorandum will generate an immediate €41 million positive impact on Latvia’s industrial base, creating several hundred high-tech jobs and stimulating growth in related sectors such as electronics, software development, and logistics. By mastering advanced drone technologies through cooperation with Ukraine, Latvian companies gain access to rapidly expanding European markets and become integral suppliers within the Drone Coalition. Even exporting just 10% of the UAVs produced in Latvia could bring in tens of millions of euros in additional revenue.
This industrial development transforms Latvia into a key player in Europe’s emerging defense-tech ecosystem. The influx of defense contracts acts as an economic multiplier, accelerating innovation and encouraging cross-border cooperation within the EU’s defense industrial strategy. The result is a stronger, more autonomous European defense sector capable of supporting both national and collective security objectives.
Strengthening Europe’s Security and Technological Autonomy
Beyond the economic benefits, the partnership carries major strategic significance. By integrating Ukraine’s battlefield-tested technologies with Latvia’s growing defense manufacturing base, Europe enhances its readiness for modern warfare and reduces its dependency on external suppliers. The production of drones on EU territory strengthens the bloc’s defense industrial capacity while boosting regional stability in the face of continued Russian aggression.
For Latvia, the collaboration not only expands its industrial and technological capabilities but also reinforces its standing within NATO and the EU. For Europe as a whole, the joint Ukrainian-Latvian drone initiative symbolizes a shift toward proactive defense integration — a vital investment in both economic resilience and collective security.
