US Secretary of State Marco Rubio has told Congress that Russia will never accomplish through military force the objectives it now seeks at the negotiating table in Ukraine, describing the invasion as a strategic blunder. Speaking before the House Foreign Affairs Committee on 3 June, Rubio stated that almost no one in the world, and even some Russians, still doubts that the war was a mistake. He emphasised that Moscow’s initial goals from day one are unreachable on the battlefield, and that its current demands in peace talks are equally unattainable by arms.
Ukrainian successes acknowledged
Rubio recognised the effectiveness of Ukrainian strikes deep inside Russian territory and praised the battlefield achievements of Ukraine’s defence forces. His remarks came as part of a broader assessment that the conflict can only be resolved through diplomacy, though he admitted that the positions of both sides remain far apart. According to Rubio, neither party, and particularly Russia, has shown a willingness to make the concessions necessary for a peace deal, making the outlook for talks “not very optimistic” at present.
