The head of Britain’s National Cyber Security Centre has warned that the most serious cyber attacks targeting the United Kingdom are now originating from hostile states including Russia, Iran and China. Richard Horne stated that the NCSC is currently handling approximately four “nationally significant” cyber incidents each week, with state-sponsored operations posing the gravest threat to national security.

Weekly incident rate highlights scale of threat

Speaking at the CyberUK conference in Glasgow, Mr Horne revealed that while ransomware remains a widespread problem, the most dangerous attacks are those conducted directly or indirectly by foreign states. The NCSC’s assessment indicates a sustained campaign against British infrastructure and institutions, with the frequency of significant incidents demonstrating the persistent nature of the threat. Security officials have observed sophisticated techniques being deployed against government networks, critical national infrastructure and private sector organisations across the country.

State-sponsored operations represent strategic danger

Unlike conventional cyber crime focused on financial gain, state-sponsored attacks aim to destabilise political and economic systems through espionage, disruption and psychological operations. Mr Horne emphasised that the world is experiencing “the greatest geopolitical shift in modern history,” with cyberspace becoming a primary battleground for international confrontation. These operations often test Western response mechanisms and resilience while avoiding direct military escalation.

Critical infrastructure remains vulnerable target

Energy networks, transportation systems and financial services have been identified as particularly vulnerable sectors requiring enhanced protection. Attacks against such infrastructure demonstrate how hostile states seek to probe weaknesses and assess response capabilities during periods of international tension. The targeting patterns suggest coordinated efforts to pressure nations supporting Ukraine, with Britain’s provision of military assistance making it a symbolic and strategic priority for Moscow’s hybrid warfare campaign.

Businesses urged to prepare for conflict scenarios

Mr Horne advised British businesses to prepare for potentially large-scale attacks should the UK become involved in international conflict, noting that preparedness measures must be accelerated. This warning follows documented Russian intelligence operations across Europe, with over 150 incidents of physical sabotage and cyber attacks linked to Moscow’s services since February 2022. The systematic nature of these campaigns creates unprecedented security challenges for European nations.

International cooperation essential for defence

Security experts stress that effective response requires strengthened collaboration with NATO and European Union partners, alongside increased investment in cyber defence capabilities and artificial intelligence. Developing early warning systems, implementing rigorous security standards for businesses and raising public awareness are considered crucial components of a comprehensive defence strategy. The evolving threat landscape demands continuous adaptation as hostile states refine their methods through experience gained in conflicts including the war against Ukraine.
