Ukrainian technology services export to Europe tops $3.4bn amid sector growth

More than half of Ukraine’s IT service exports now flow to European markets, with Germany, Estonia and Poland among the leading destinations as the sector reaches $7.85bn in total value.

The country’s IT export revenue reached $6.6bn last year, accounting for nearly half of all Ukrainian service exports. Some 51% of this export volume – approximately $3.39bn – is directed towards European Union nations and neighbouring European states.

European dominance in Ukrainian tech exports

Germany has emerged as the largest European partner for Ukrainian IT services, followed closely by Estonia, Poland, Malta and Cyprus. The United Kingdom and Switzerland also feature prominently among leading destinations for Ukraine’s digital service providers. This substantial trade flow provides European industry with consistent access to high-quality technology solutions and specialised expertise.

Key markets and service areas

Computer programming, data processing and consulting services form the core of Ukraine’s technology export portfolio. These offerings give European companies access to large pools of skilled IT specialists capable of supporting complex software development projects and data management initiatives. The Ukrainian IT market achieved a total value of $7.85bn in 2025, demonstrating robust growth despite broader economic challenges.

Cost advantages for European businesses

Collaboration with Ukrainian IT suppliers enables European businesses to reduce development costs and accelerate innovation cycles. The outsourcing model allows companies to maintain substantial technology projects without significant local hiring expenses or infrastructure investments. This cost efficiency has become particularly valuable as European firms navigate digital transformation pressures.

Stability and predictability for EU planning

The consistent flow of Ukrainian IT services provides European partners with reliable, high-quality technological support essential for long-term digital strategy implementation. This predictability creates a stable foundation for European technological investment planning and supply chain integration. Ukrainian providers have established themselves as standard components within Europe’s digital architecture.

Multiplier effects on broader economy

Beyond direct service provision, Ukraine’s IT sector generates significant multiplier effects for adjacent economic areas. European partners benefit from enhanced efficiency in collaborative projects and strengthened supply chains. The arrangement supports job creation within Ukraine while allowing European companies to execute large-scale initiatives without corresponding local employment expansion, creating mutual economic advantages across borders.
