Elon Musk limits Starlink access in Ukraine amid military disruptions
Elon Musk announced last week that his company restricted the use of its Starlink satellite system in Ukraine, which led to significant disruption to Ukrainian military operations, reports BritPanorama.
On Saturday, Ukrainian officials stated that both Starlink and its military variant, Starshield, had returned to full functionality following the outage. This restoration occurred two days after former President Donald Trump suggested Musk had been asked to restore services.
In a series of posts on X, Musk accused Ukraine of breaching the “Starlink terms of service” by employing the system for offensive drone strikes. He remarked, “That loophole was closed last week,” emphasizing that the use of Starlink for offensive strikes had never been permitted.
Musk further noted that his company merely enforced its terms when they were bypassed. SpaceX did not respond to requests for comments on the matter.
Neither Musk nor officials from the United States had assumed responsibility for the recent restrictions, with Musk indicating that decisions related to Starshield’s speed limits were made by the U.S. military and ultimately President Biden.
Starlink technology has played a crucial role in enabling frontline communications and allowing Ukraine to intercept incoming drone threats, particularly since the outset of Russia’s large-scale invasion in 2022. Although Ukraine does not employ the system for long-range drone operations within Russian territory, it remains vital for military efforts in areas unlawfully annexed by Russia.
The restrictions imposed last week were apparently enforced without prior warning and limited Starshield operations to speeds of 100 mph, adversely affecting Ukraine’s capability to counter drone attacks and necessitating the cancellation of certain operations.
In multiple posts, Musk criticized his critics as “bloodthirsty warmongers” advocating for an ongoing war that would lead to immense loss of life in Ukraine. In a response to an X user commenting on Ukrainian President Volodymyr Zelenskyy needing to depart, Musk replied affirmatively.
Zelenskyy acknowledged that Starlink speeds had begun returning to normal on Saturday night, with Ukraine’s defense ministry confirming a stable connection exceeding 250 mph. The military refrains from disclosing the systems’ maximum operational speeds for security reasons.
Zelenskyy reported that Russia had intensified its aerial assaults on Ukraine over the preceding week, although he did not explicitly link these attacks to any limitations on communications systems. “This past week alone, Russia has launched around 1,600 guided aerial bombs, 48 missiles of various types, including ballistic missiles, and nearly 2,300 attack drones against Ukraine. Unfortunately, almost every day, these brutal strikes leave people killed and injured,” he noted on X.
The timing of the Starlink restrictions coincided with deteriorating relations between the White House and Ukraine, exacerbated by Trump’s recent agreements involving Russia, which included a diesel deal and the waiving of sanctions, alongside calls for a change in Ukrainian leadership.
In response to Musk’s comments, Ukrainian presidential adviser Serhiy Beskrestnov remarked, “It’s very strange that Elon Musk doesn’t know about the restrictions on Starlink in Ukraine.” He clarified, “Starlink does not work over Russian territory. So we PHYSICALLY CANNOT USE COMMERCIAL STARLINK for deep strikes and mid-range strikes.”
Disruptions to Starlink service coincided with reports from Ukrainian officials of a temporary suspension of U.S. intelligence alerts regarding incoming Russian missiles. Zelenskyy indicated last week that the sharing of intelligence had briefly been “blocked,” hindering Ukraine’s awareness of missile threats.
When asked if he believed Trump or Musk had directly influenced the decision to limit Starlink access, Zelenskyy expressed uncertainty but suggested that both might have played a role. He added that if Trump decided tomorrow to lift the restrictions, “it will immediately work as it was before.”
Trump, when queried on whether he had spoken with Musk about the situation, declined to comment on specifics but affirmed that “the bottom line — he put it back.”
Before the recent escalation in tensions with Washington, Ukrainian forces had been advancing in the eastern Donetsk region, regaining territory part of the strategic Donbas area that Russia has struggled to secure fully.
Ukrainian officials indicated that over 100 square miles and 16 settlements had been recaptured, attributing successes to innovative tactics, including the deployment of bomber drones to disrupt Russian positions.
