Rayner, who is seen as a key contender to replace Starmer, is currently hindered by an inquiry into her alleged underpayment of £40,000 in stamp duty on her property in Hove. Allies have conceded that she cannot feasibly pursue leadership while under investigation.

Sources indicate that the investigation by HM Revenue and Customs (HMRC) is ongoing and is unlikely to be resolved before the elections. It has been reported that officials are still deliberating on whether Rayner should face an additional penalty, further delaying any resolution to her situation.

The gravity of the party’s position has intensified as Starmer enters what has been dubbed a “do or die” two-week period. Pressure from within the party is mounting, with speculations of revolts should the local elections yield disastrous results. Cabinet ministers have openly shared their concerns about the future of the PM, with discussions about potential successors already underway.

Names such as Ed Miliband and Deputy PM David Lammy have emerged as possible figures to challenge Starmer should the party face overwhelming losses. Additionally, some Labour MPs are contemplating informal “wildcat” actions, despite the letters of no confidence they may issue not holding formal power under party regulations.

The atmosphere in Labour appears increasingly dire, with four Cabinet ministers reportedly believing that Starmer’s tenure is nearing its end. While Starmer has expressed determination to push forward with his agenda and plans for new legislation, leadership ambitions from other prominent figures, including Rayner and Andy Burnham, are rising.

In recent discussions, Rayner has been quoted as expressing her ambitions for leadership, though her team has officially denied such claims as mere jokes. Despite this, Starmer’s allies assert he remains committed to his role as Prime Minister, though support within Westminster is evidently waning.

Amidst these challenges, rebels within the Labour Party are also collaborating with Conservative members to push for an inquiry into Starmer regarding allegations of misleading Parliament in relation to the Peter Mandelson scandal.
