Russia’s transport ministry has proposed forcing carriers to report passengers’ actual movements to a state database within minutes of arrival, as the Kremlin prepares for an autumn mobilisation. The system would link bookings, payments, boarding and disembarkation across every journey, giving security agencies a near-real-time view of where citizens travel.
The proposed order, reported on 16 August 2026 by Newsru.co.il and Meduza, would require airlines and rail operators to submit information no later than 15 minutes after a passenger reached their final destination. For road, sea and inland-waterway transport, the deadline would be 30 minutes. The data would be available to Russia’s interior ministry and Federal Security Service, among other law-enforcement bodies.
A record of the journey, not just the ticket
The proposal represents a shift from recording a passenger’s booking to monitoring whether, where and when the person actually travelled. Every journey would receive a unique identifier connecting the full chain of activity: booking and payment, ticket changes and refunds, departure, boarding, transfers, arrival and disembarkation. Information about baggage movements would also be included.
The state system would hold a broad set of personal and digital information. Alongside passport details, it would receive email addresses, account logins and hashed passwords used in carriers’ systems, IP addresses recorded during ticket purchases and details of payment transactions. The result would be a single, cross-transport history of an individual’s movements rather than separate records held by different operators.
Russia has operated centralised databases covering passengers and crews since 2024. The proposed order would substantially increase the operational value of those databases by adding verified information about completed journeys and transmitting it to the authorities within tightly defined periods. Transport companies would become responsible not only for documenting a sale, but for reporting the passenger’s progress through the network.
Why the system matters for mobilisation
The expansion is particularly significant as the Kremlin prepares for a new mass call-up. If transport records are integrated with registers of people liable for military service, the infrastructure could help authorities identify and follow conscription-age citizens, update their records and locate them for notification.
Railway stations, airports and bus terminals could consequently become points of intensified scrutiny and the delivery of mobilisation notices. By comparing actual movements with military-registration data, officials would be able to identify people who travel frequently or attempt to change routes and modes of transport. The system is designed to reduce the ability of those subject to mobilisation controls to avoid detection simply by using a different carrier.
The new proposal would add to restrictions already affecting people liable for military service, including limits on leaving Russia and on obtaining or using driving licences. Taken together, the measures form a wider system in which transport data becomes an immediate source of information about citizens’ whereabouts. During a mobilisation, that could shorten the path from updating records and imposing restrictions to taking decisions on a person’s call-up and dispatch to the combat zone.
From civilian service to security infrastructure
The proposed arrangement also raises wider concerns about privacy and the protection of personal information. Direct access for the interior ministry and the FSB to travel histories, account data, IP addresses and financial transactions would give the security services a far more detailed picture of citizens’ lives than a conventional passenger manifest.
In practice, civilian transport and digital booking services would become an additional operational-control tool. The combined records could be used to check movements against other state information systems and to apply restrictions automatically, rather than relying only on occasional inspections. The materials also envisage the possibility of services being blocked or people being detained during boarding, at a transfer point or after arrival.
The order remains a project initiated by the transport ministry, but its proposed architecture shows how ordinary journeys could be folded into Russia’s mobilisation and law-enforcement systems. The unresolved issue is whether the state will turn this broad capacity for automated monitoring into a routine mechanism for restricting the movement of military-eligible citizens.
