This is provided for by the Foreign Influence Registration Scheme (FIRS) in accordance with the National Security Act adopted in 2023. Britain decided to extend the highest level of its mechanism to counter foreign influence to Russia.
Jarvis said that FIRS will start operating from July 1 and provides for several levels of foreign influence, according to which foreigners will be classified:
political (will apply to all foreign countries); strengthened (will apply to those countries “whose activities pose a threat to the security and interests of the United Kingdom”).
Since the Russian Federation was included in this scheme due to an “acute threat to Britain’s national security,” all those who work for all government structures of the Russian Federation (in particular, the army, intelligence) and also pro-government Russian parties must register in FIRS.
