Labour's early release scheme risks more wrongful prisoner releases, prison officials warn

Concerns rise over early prisoner releases under Labour’s scheme

Prison officials have acknowledged an increased likelihood of releasing criminals by mistake under Labour’s early release scheme, prompting serious public safety concerns, reports BritPanorama.

A government report indicated that the “risk of releases in error is currently significantly heightened,” attributing this to the hurried recalculation of inmates’ release dates amid efforts to alleviate prison overcrowding. Numerous inmates have been released after serving only a third of their sentences as part of this initiative.

The Conservative Party has reacted strongly, accusing Labour of jeopardising public safety as officials admitted the risk of mistakenly releasing prisoners is growing. A total of 5,000 prisoners are meant to be released under the scheme, with 650 prisoners recently freed, following an earlier release of 700 inmates.

The Prison Service report noted that “incident rates are higher at times of peak change,” and while measures are in place, “they cannot remove the risk entirely.” Shadow Justice Secretary Nick Timothy criticized the scheme as “shambolic,” asserting it endangers the public and that the Labour government has acted too late by failing to exclude serious offenders from early release.

Last year, 262 prisoners were released by mistake, marking a 128 per cent increase from the previous year. This figure included cases like that of notorious sex offender Hadush Kabatu, who was mistakenly released, prompting a nationwide manhunt.

To mitigate these issues, government officials are implementing electronic tagging as a means to monitor offenders serving the remainder of their sentences in the community. However, reports indicate high reoffending rates and frequent violations of tagging conditions.

A spokesperson for the Ministry of Justice stated, “We inherited a prison system on the brink of collapse. Had we failed to act, police would have been forced to halt arrests, putting victims and the public at untold risk. Every possible step is being taken to ensure releases are conducted safely and accurately, which includes staggering releases over nine months and imposing strict controls on offenders.”

The ongoing debate surrounding the early release scheme highlights the tension between managing prison populations and ensuring public safety, posing a challenge for the government as it navigates these complex issues.

As governments grapple with the dynamics of justice system reform, the implications of such policies extend far beyond prison walls, affecting the safety and trust of the community. The balance between rehabilitation and public protection remains a critical concern as this situation develops.
