Andy Burnham calls for global AI regulations at UN
Andy Burnham has declared the UK’s intention to spearhead international regulations aimed at mitigating the risks posed by rogue artificial intelligence (AI), placing him at odds with US President Donald Trump, reports BritPanorama.
In his address to world leaders at the United Nations General Assembly, the Prime Minister asserted the UK’s role as an “honest broker” tasked with developing “a single set of global principles and standards” for frontier AI. This initiative comes on the heels of Mr Trump’s remarks opposing attempts to limit what he termed “super intelligence.”
The competition in AI development is currently dominated by US and Chinese companies, with concerns surfacing about the implications of regulatory measures that could give Asian rivals an upper hand in the sector.
During his speech, Mr Burnham emphasized the UK’s G20 presidency as a pivotal platform for fostering international consensus on AI governance, claiming Britain’s unique position enables it to unite diverse stakeholders.
He stated, “We are America’s closest ally. We have deep ties with our friends in the EU and will deepen them further. We work with China and emerging powers like India and Brazil. We sit on the Security Council. In the Commonwealth. In the CPTPP. In a divided world, we have the ability to bring people together – and we will.” He highlighted frontier AI as “one of the most significant challenges and opportunities of our age.”
Mr Burnham acknowledged the transformative potential of AI in various sectors, including healthcare and education, yet cautioned about the disruptive effects on employment. He cited industry warnings regarding the existential risks AI could pose, insisting that “fundamental decisions on this technology are too important to be left to chance.”
To achieve the aim of establishing robust global frameworks, he noted that the UK seeks to foster transparency and accessibility within AI development, underscoring the need for governance by elected representatives.
Despite criticism for not joining a proposed initiative led by Norway and Finland to develop international AI standards, Mr Burnham asserted that the UK’s G20 plan would integrate elements from such initiatives.
UK officials are seeking increased transparency from AI developers, with threats of legislative action if compliance is not forthcoming.
In contrast, President Trump, who has dismissed concerns over AI safety previously as a “hoax,” reiterated at the UN his administration’s intention to encourage AI advancements without constraint. “We will only encourage super intelligence,” he asserted, promising oversight through the Department of Justice.
This divergence in governance approaches has drawn reactions from various quarters. Former Cabinet minister Darren Jones criticized the UK’s lack of engagement with the Norwegian and Finnish-led initiative, describing those countries as “natural allies.”
Furthermore, Liberal Democrat leader Sir Ed Davey has called for a global treaty to address the implications of super-intelligent AI and the establishment of an international safety agency.
As discussions continue, key players in the tech industry—Meta, Google, OpenAI, and Anthropic—have been summoned by UK MPs to testify regarding crucial matters such as legal requirements for independent safety testing of AI models. The House of Commons Business, Innovation, Science and Trade Committee plans to hold urgent hearings on October 13, addressing issues including mandatory reporting of AI safety incidents.
