German manufacturer Quantum Systems is central to the effort, integrating Ukrainian-developed technologies into serial production lines. Joint ventures anchor industrial integration model

A key element of the cooperation is the establishment of Quantum Frontline Industries, a joint venture between Germany’s Quantum Systems and Ukraine’s Frontline Robotics. The facility is already producing drone systems including Zoom and Linza, demonstrating a functional industrial model combining Ukrainian design with German manufacturing capacity. Ukrainian partners contribute not only technical solutions but also production expertise, workforce training and operational feedback derived from battlefield use. This integration has enabled faster deployment of production capabilities within Germany.

Investment pipeline expands with new projects under build with Ukraine programme

Further expansion is expected through the creation of two additional joint ventures under the Build with Ukraine programme. These projects indicate a broader strategic framework rather than isolated collaboration, with Ukraine positioned as a source of scalable defence technologies. German industry benefits from reduced development timelines by adopting proven systems already tested in operational conditions. The model allows for rapid scaling of production while maintaining alignment with immediate defence needs.

Long-term contracts reinforce production stability and capability growth

Quantum Systems’ investment in Ukrainian firm WIY Drones has already translated into a contract to supply 15,000 STRILA interceptor drones for Ukraine’s National Guard. This order provides sustained production demand, ensuring continuity of manufacturing and enabling further refinement of systems. For Germany, such contracts deliver both industrial workload and accumulated expertise, strengthening domestic capabilities in unmanned systems production.

Implications for Bundeswehr modernisation and defence strategy

German officials have indicated that cooperation with Ukrainian defence firms is expected to contribute directly to the future capabilities of the Bundeswehr. The experience gained through joint production and rapid iteration of drone technologies is seen as a critical asset for military modernisation. As Berlin deepens these partnerships, the model highlights a shift towards integrating combat-tested innovations into European defence industry frameworks.
