Prisoner releases errors raise alarm in UK justice system

At least three prisoners are mistakenly released from UK custody each week, despite a crackdown following the erroneous release of an Ethiopian sex offender. The incident involving Hadush Kebatu, 41, who was released from HMP Chelmsford, highlights systemic failures within the country’s criminal justice system, reports BritPanorama.

A recent report reveals that Kebatu’s release was part of a larger pattern that sees an average of 15 prisoners released in error each month since 2023. He had been convicted of sexually assaulting a 14-year-old girl and was awaiting deportation when he was accidentally set free in October 2024, sparking a nationwide manhunt.

Kebatu was ultimately recaptured after a member of the public recognized him and alerted authorities. Dame Lynne Owens, the former Deputy Commissioner of the Metropolitan Police, is overseeing an inquiry into the circumstances surrounding his release, which was flagged as a significant public safety concern.

The investigation disclosed that the custodial manager responsible for Kebatu’s release lacked formal training and only had shadowed colleagues in prior roles. Dame Lynne emphasized the inadequacy of this preparation, stating, “This is plainly insufficient for such an important task where public safety or public confidence can be jeopardised.”

Despite an indication on Kebatu’s record stating he was “not for release,” procedural errors led to his free passage. The report further outlines the profound emotional toll this incident had on the victim and her family, describing feelings of re-traumatisation after they unknowingly saw footage of him on the streets.

The report also indicates that incidents of erroneous releases have been on the rise, attributing such failures to a lack of coherent policies and strategic vision within a strained justice framework. Justice Secretary David Lammy acknowledged the issue, stating that accidental releases remain “unacceptably high.”

In response to these findings, the government has pledged £82 million to improve record-keeping practices, including the introduction of biometrics to verify prisoners’ identities and thus prevent similar errors in the future. Lammy noted, “A system broken by over a decade of neglect cannot be fixed overnight.”

New laws proposed by the Labour party are expected to expedite the deportation process for foreign national offenders, seeking to address the complexities surrounding prisoner management and oversight. Ongoing concerns persist regarding the effectiveness of the criminal justice system in handling such sensitive matters and ensuring public safety.

In total, 75,289 individuals were confined in UK prisons as of September 2025, as per the latest Ministry of Justice statistics, illustrating broader issues of imprisonment and management in the context of growing prisoner populations.

As the UK grapples with these systemic challenges, serious scrutiny of prison administration and policy reform remains essential for safeguarding community trust and enhancing public safety.

The evident gaps in the system implore a reflection on the balance between efficient justice and rigorous oversight, marking a pivotal moment for policy makers as they navigate reform in a historically strained environment.
