Think tank criticises John Healey’s Budget amid economic concerns

An influential think tank has criticised John Healey’s “risky” Budget for exposing Britain to further economic shocks and failing to tackle the “worst decade for growth” for household incomes on record, reports BritPanorama.

The Chancellor has been warned that the lower fiscal headroom left as a result of his first Budget could leave the country “more exposed to future bad news,” as government departments also face real-terms cuts to their spending. This analysis comes at a time when many households are grappling with diminishing financial returns.

In a pointed rebuke, the Institute for Fiscal Studies (IFS) stated that “temporary cost of living measures” are inadequate substitutes for a solid economic framework. This criticism extends to the policies introduced by Prime Minister Andy Burnham, which have focused on modest reductions to energy bills and a £2 cap on bus ticket prices.

In its detailed analysis of Mr. Healey’s Budget, the IFS indicated significant “risks” associated with his economic strategy, especially given the current dismal growth afflicting household incomes. IFS director Helen Miller highlighted the need for more comprehensive action amid what she termed “depressing” economic conditions, insisting, “No amount of temporary cost of living packages will fix that. We need a stronger economy.”

Miller further criticised Healey’s adjustments to the tax system, describing them as “small, unhelpful fiddling” that has resulted in a tax landscape now in a “mess.” She labelled the new Founders’ Relief initiative as “bonkers,” indicating her concerns over the complexities it introduces.

“It is far more complex than it should be,” she remarked. “And that is because, Budget after Budget, chancellors make seemingly small tweaks that lack principle and don’t systematically move us to a better place. This approach gives us more complexity and more instability. Both have real economic costs.”

With a critical eye on the Chancellor’s current approach, the fallout from this fiscal strategy raises significant questions about the UK’s economic resilience moving forward.
