The meeting due on July 22 has been postponed following Prime Minister Starmer’s announcement of his resignation. European Council President Antonio Costa confirmed the delay, leaving the future of talks hanging in the balance.

Officials on both sides have expressed concerns about placing the onus on a new Prime Minister to rubber-stamp agreements negotiated just days prior. One government source characterized the situation as constitutionally “tricky”.

A senior source stated, “We remain committed to this process and to holding the next UK-EU summit at the earliest opportunity. We will set out further details in due course.” The setback represents a significant blow to Starmer’s much-vaunted reset with Europe, which was touted as one of his signature foreign policy projects.

The potential leadership change poses further complications. Andy Burnham could ascend to Downing Street before the original summit date if he secures the Labour leadership unopposed. The ensuing turmoil has also cast doubt over a defence investment plan that ministers hoped to finalise before the upcoming NATO summit in July.

Former Defence Secretary John Healey had been leading negotiations but stepped down amid concerns that the proposed plans fell short of national security requirements. His successor, Dan Jarvis, is now tasked with ensuring the defence investment plan is adequately prepared for approval before the NATO meeting.

The transition in leadership unfolds amidst a backdrop of critical negotiations regarding Britain’s future partnership with the EU, highlighting the intricate balance of political power and international cooperation.
