US Ambassador to NATO Matthew Whitaker visited Lithuania on August 26, 2025, where he reaffirmed Washington’s commitment to close consultations with allies during the ongoing review of American military deployments. He stressed the principle of “no surprises,” under which decisions are taken only after discussions to prevent gaps in NATO’s security architecture. The backdrop of his visit remains the war in Ukraine, which has heightened the urgency of reinforcing NATO’s eastern flank.

Lithuanian concerns over air defense and US role

Lithuania’s Defense Minister Dovile Šakalienė underlined the critical importance of US military capabilities, particularly in air defense, for the security of the Baltic region. She emphasized that American support is indispensable to ensure the effectiveness of NATO’s deterrence posture along its most vulnerable border.

Debate in Washington over troop levels

The visit came as the United States is reassessing its military presence in Europe following Donald Trump’s return to the White House. The debate includes the potential withdrawal of up to 10,000 troops from Eastern Europe, including from Romania and Poland, which could also affect the Baltic states. Trump has continued to pressure European allies to raise their defense spending, warning that American deployments could be scaled back if Europe does not take on greater responsibility for its own security.

Strategic value for Ukraine and NATO’s eastern shield

According to LRT, the strong US presence in Europe creates a unique window of opportunity for Ukraine. NATO’s dense defense shield in the Baltics, Poland and Romania not only deters potential aggression but also strengthens regional stability, ensuring that the eastern flank remains resilient against further escalation.
