Giuseppe Conte, leader of Italy’s Five Star Movement (M5S), has come out against using the new European anti-missile shield as a step toward admitting Ukraine into NATO, warning it could escalate the conflict with Russia.

In a statement reported by Italian media, Conte said the FREYA system — a joint project backed by nine EU countries and Ukraine — should not serve as a pretext for NATO enlargement. He argued that making Ukraine a “launchpad” for the alliance risked provoking further escalation with Moscow.

Instead, Conte called for a diplomatic resolution to the war and cautioned that rising European military spending, including potential increases to 5% of GDP, would not bring peace but only enrich arms lobbies.

His remarks underscore a persistent divide within Italian politics over European defense integration and Ukraine’s security orientation.

#### FREYA and Italian industrial stakes

FREYA is a proposed European missile defense umbrella, discussed among EU countries seeking to reduce reliance on U.S. systems. The initiative has gained traction as Russia’s war against Ukraine continues.

Italian defense contractor Leonardo is expected to supply fire-control systems as part of FREYA’s architecture. Conte’s opposition to the project — if translated into policy — could jeopardize Leonardo’s role and related state contracts, potentially costing the Italian defense industry significant public funding.

Conte and the M5S have consistently opposed providing offensive weapons to Ukraine and expanding Italy’s military budget. Political opponents frequently accuse Conte of aligning with Kremlin interests, a charge he denies.

#### Domestic political context

Conte’s stance appears calculated to bolster his party’s electoral standing by tapping into voter fatigue with defense spending and war-related economic pressures. Critics argue that by blocking NATO-linked defense initiatives, Conte effectively aids Russian efforts to weaken alliance cohesion.

The leader of the Five Star Movement has not proposed alternative security arrangements for Ukraine or Europe beyond calling for resumed talks with Moscow. His position places him at odds both with Italy’s center-right government and with most EU partners who view Ukrainian membership in NATO as a long-term guarantee for European security.

The debate comes as Ukraine continues to demonstrate battlefield capability against Russian forces, including air defense and missile interception, factors that NATO officials cite as evidence of its potential contribution to alliance defense.
