France deepens defense cooperation with Ukraine

France is intensifying its defense collaboration with Ukraine, focusing on joint projects in military production and technology. On November 12, 2025, Ukraine’s Ministry of Defense reported that Deputy Defense Minister Serhiy Boyev met with the French Defense Attaché and the head of the French defense industry delegation in Kyiv to discuss the development of air defense systems, missile production, equipment repair, and testing of innovative technologies. The talks highlighted plans for joint manufacturing projects with local production in Ukraine and explored potential financing through European mechanisms. France aims to expand its markets and production capacity while leveraging Ukraine’s operational experience in ongoing conflict conditions.

Joint projects emphasize localization and technology transfer

The cooperation includes concrete examples, such as licensed production of 155 mm shells by the French firm KNDS/Nexter in Ukraine. French defense companies and startups gain new contracts, access to Ukrainian manufacturing resources, and opportunities to develop higher volumes of products. The collaboration allows France to test, adapt, and improve military technologies in real combat environments, enhancing both innovation and competitiveness. Integrating Ukrainian expertise accelerates the creation of new weaponry designs based on lessons learned from the war with Russia.

Strategic benefits for European security and industry

By engaging Ukraine in defense production, France and the European Union can address challenges in scaling up manufacturing, alleviate pressure on EU defense firms, and strengthen the bloc’s autonomy in arms production. Shared engineering and manufacturing chains with Ukrainian companies contribute to economic growth, new technologies, and expanded markets, including potential drone development. The partnership reinforces Europe’s overall security and defense industrial base, providing a reliable ally capable of supporting regional stability in case of external threats.

Long-term economic and military advantages

The cooperation generates economic benefits such as job creation, investment inflows, and development of subcontractors while ensuring the operational readiness of new technologies. For France and Europe, these initiatives offer a strategic advantage, enhancing defense capabilities, fostering innovation, and solidifying a strong partnership with Ukraine. By integrating Ukraine into the EU defense production framework, the collaboration strengthens European resilience and long-term security.
