Publication of the final report of an inquiry into the alleged abuse of an intellectually disabled young woman in a foster home setting is expected today.

The report, on what became known as the ‘Grace’ case, will be brought to a meeting of the Cabinet by Minister for Children, Disability and Equality Norma Foley.

The Farrelly Commission was established in 2017 after serious abuse allegations relating to the care of an intellectually disabled woman known as Grace, and a number of others came to light.

It was tasked with investigating “certain matters relative to a disability service in the South East and related matters” and examining the care and protection of Grace and others in a former foster home in the the southeast of the country.

After interim reports into the ‘Grace’ case were published by the Commission in 2021, Leas-Cheann Comhairle John McGuinness, who helped expose the case, described it as “the greatest scandal of our time”.

Ms Foley will be bringing a memo for the Cabinet to get approval for the publication of the final report.

Following the Cabinet meeting the report is expected to be published at 2pm, when a press conference with the minister will also take place.
