A sophisticated Russian disinformation network known as ‘Matryoshka’ has been exposed orchestrating a campaign designed to inflame tensions between Hungary and Ukraine while attempting to undermine Franco-Ukrainian relations, according to an investigation by The Insider.
Multi-Layered Disinformation Operation Exposed
The network, named for its multi-layered, nesting doll-like structure, represents an evolution of the previously identified ‘Doppelgänger’ influence operation. Its sophisticated methodology involves users passing through several redirect stages before encountering fabricated content. Initial posts on platforms like X, Facebook, and TikTok contain provocative claims or screenshots. These lead to intermediary websites or shortened URLs designed to bypass anti-spam filters, before finally directing users to counterfeit clones of legitimate news outlets such as Der Spiegel, Le Monde, or Fox News, where entirely fabricated stories are presented as genuine reporting.
Fabricated Quotes Target Ukrainian-Hungarian Relations
A central element of the recent campaign involved a forged video bearing a Reuters logo. The video falsely purported to show an unaired segment from a Politico interview in which Ukrainian President Volodymyr Zelenskyy allegedly stated, ‘Only backward people could elect and support Viktor Orbán.’ The disinformation was presented as footage edited out before broadcast, a tactic intended to lend it credibility. This narrative specifically exploits historical and political sensitivities between Ukraine and Hungary, aiming to provoke an emotional response within Hungarian society and create artificial diplomatic friction.
Campaign Aims to Undermine Franco-Ukrainian Ties
Parallel efforts identified by researchers sought to damage relations between Ukraine and France. The network disseminated fabricated quotes attributed to President Zelenskyy that were insulting towards French President Emmanuel Macron. This tactic is viewed as a direct attempt to erode personal trust between the two leaders and provoke a diplomatic chill, thereby neutralizing France’s role as a key driver of political and military support for Kyiv. The narratives also aim to bolster far-right political forces in France that criticise Macron’s foreign policy and promote an image of Ukraine as an ‘ungrateful ally.’
Broader Strategy to Isolate Ukraine Internationally
Analysts assess that these operations form part of a wider Kremlin strategy to construct a ‘belt of unfriendly states’ around Ukraine. The objective is to systematically deprive Ukraine of the logistical, military, and political support it requires to defend against Russian aggression. By exploiting existing European political fissures and sowing distrust towards Ukrainian leadership and refugees, the campaign seeks to fragment European unity and reduce vital assistance.
Evolving Tactics Test Social Media Defences
The development of the ‘Matryoshka’ network demonstrates the continuous evolution of Russian methods to circumvent security algorithms on Meta, X, Telegram, and other major platforms. Cybersecurity firms note that Russia is using this infrastructure as a testing ground for new information influence tactics. These refined techniques are potentially being developed for future application in election interference campaigns in the United States and key European Union nations, posing a persistent threat to democratic processes.
