France’s top military officer has issued a stark warning that Europe is no longer at risk of war — it is already at war, facing what he described as a broad, hybrid and persistent threat from Russia.

‘This war already exists’

Speaking at a rare press conference on 11 July, Chief of the Defence Staff General Thierry Burkhard rejected the notion that Europe merely faces a future danger, insisting that “the problem is not that there is a risk of war in Europe, but that this war already exists.” He clarified that his message was not intended to alarm the French public, but rather to underscore the need for greater public awareness of the threat landscape.

General Burkhard stressed that France does not stand alone, highlighting European collective defence mechanisms as a core element of deterrence and response.

Russia named a ‘priority targeter’ of France

The general characterised Russia as a long-term, large-scale and close threat, noting that Moscow has explicitly identified France as one of its priority adversaries. He said Russian aggression extends across domains — air, land, sea, cyberspace, and even space — warning that Russian submarinesspecialised satellites and cyber operations are active components of a sustained hybrid campaign.

He also pointed to Moscow’s success in information warfare, particularly in parts of Africa, where France has seen a decline in influence amid rising Russian disinformation. Burkhard acknowledged that French society is being targeted, including by operations designed to fuel division. One example included Moldovan nationals hired to paint Stars of David on buildings in several French cities, a move aimed at stoking antisemitic sentiment.

French intelligence continues to monitor the presence of Russian spies operating on national soil, especially in economic and technological sectors, according to Burkhard.

NATO and EU remain vital pillars

The army chief underscored that Moscow’s overarching goal is to weaken the European Union and dismantle NATO. In response, France is reinforcing its strategic posture and backing initiatives to boost defence collaboration within the EUand strengthen transatlantic security.

Burkhard affirmed France’s role as a nuclear power and permanent UN Security Council member, stating it has a “special responsibility” to uphold European stability.

France raises defence budget to boost readiness

The French government has committed to significant increases in military spending, with the 2025 defence budget reaching €50.54 billion, or 2.1% of GDP — among the highest in NATO. The investment is intended to modernise France’s forces, develop advanced technologies and support allied nations facing direct threats.

The general noted that French defence firms such as Thales, KNDS and Delair are partnering with Ukrainian counterparts to co-develop drones, armoured vehicles and ammunition. Ukraine, he said, has become a proving ground for next-generation systems and a key partner in building joint defence enterprises.

Paris deepens strategic support for Ukraine

France’s ongoing support for Ukraine remains central to its defence strategy. So far, Paris has delivered €2.2 billion in military aid, including SCALP missilesMirage 2000-5F fighter jetsair defence systems and artillery. It is also training Ukrainian troops on French soil, a move Burkhard said signals France’s long-term commitment to European security.

Burkhard reiterated the need for Europe to build a common defence fund, provide preferential treatment to EU arms producers, and deepen cooperation under EU security and defence policy, as well as through NATO structures.
