The president of the International Paralympic Committee has accused Ukraine’s national committee of attempting to shift the focus of the Winter Paralympics from sport to politics. Andrew Parsons said he was ‘disappointed’ by complaints from Ukrainian officials during the Milan-Cortina 2026 Games.

Parsons’ Disappointment with Ukrainian Complaints

Mr Parsons stated that there had been an attempt to constantly divert attention from sport at the event, though he did not specify what actions Ukraine had taken. He expressed understanding of the context but said the situation was frustrating. The IPC president noted that other national paralympic committees had responded well by focusing solely on sport. He hoped the episode would serve as a lesson for committees choosing to emphasise political aspects over athletic competition.

Russian Participation Controversy

The criticism follows a boycott of the opening ceremony by Ukraine and several other nations. This protest was directed at the IPC’s decision to allow Russian athletes to compete under their own flag via special invitations. Russian and Belarusian athletes were granted ten individual ‘bipartite slots’ outside the standard qualification process for the 2026 Paralympics. The move marked the first time in over a decade Russian competitors were permitted to use their national flag at a major Paralympic event.

Military Links Allegations

Media reports have previously alleged that the Russian Paralympic delegation includes former military personnel who participated in combat operations in Ukraine. Specific individuals named in reports include former battalion members and serving officers. The allegations have raised concerns about the use of international sport for propaganda purposes by the Russian state. Ukrainian officials have argued that forcing their athletes to compete against representatives of an aggressor state is morally problematic.

Broader Context of Sport and Politics

The IPC’s stance has ignited a wider debate about the separation of sport and politics in international competitions. Mr Parsons has previously cited a decision by the IPC General Assembly as the basis for readmitting Russian paralympians. The committee maintains it must enforce rules for all parties equally. However, critics argue that in the context of ongoing military conflict, sport cannot be considered an arena independent from geopolitical realities. The situation continues to challenge the integrity and unity of the global paralympic movement.
