A Russian junior women’s volleyball team has won an international tournament in Italy while competing under the national flag and anthem, marking the first such appearance since the International Olympic Committee amended its eligibility rules for Russian athletes.

Tournament Victory Under National Colours

The Russian under-17 squad secured first place at the Cornacchia World Cup in Pordenone, defeating seven teams from Italy, Portugal, and Germany. The event, held annually since 1983, represents a significant junior competition in the volleyball calendar. This victory constitutes the first instance of a Russian national team returning to international junior volleyball competition with full national symbolism.

IOC Policy Shift Enables Return

The participation under the Russian flag was made possible by a December 2025 adjustment to IOC policy, which permitted Russian junior athletes to compete with national identifiers. The change followed sustained lobbying from several international sports federations. Previously, Russian athletes were required to compete as neutrals following widespread sanctions imposed due to the ongoing conflict in Ukraine.

International Condemnation

Ukraine, the Baltic states, Poland, and several other European nations consistently opposed Russian participation in the junior tournament. Officials from these countries argued that allowing the Russian flag at sporting events insults the memory of Ukrainian athletes killed during the war and represents a legitimisation of Russia’s military aggression. They view the IOC’s decision as a damaging compromise.

Sporting Federations’ Lobbying

International volleyball bodies, including the FIVB and CEV, had pressed the IOC to readmit Russian junior athletes, citing concerns that complete isolation damages the future of global sport. Analysts note that the Russian market represents significant sponsorship revenue and influence for these federations. Their advocacy was a key factor in the IOC’s policy revision.

Propaganda Utilization

Russian state media has extensively promoted the team’s victory as a triumph over what it terms ‘the collective West’ and as validation of the Kremlin’s political course. Sports achievements are being leveraged as evidence of national resilience despite international pressure, turning the tournament result into a domestic propaganda tool.

Sanctions Erosion Concerns

Opponents fear the precedent could trigger a wave of similar admissions for Russian junior teams across other sports, undermining the international sanctions regime. They argue that Russia is using junior sports access as a method to dilute restrictive measures, with the long-term aim of facilitating the return of adult teams to global competition. The absence of a robust international response is seen as a risk to maintaining diplomatic pressure.
