European Union Migration Commissioner Magnus Brunner has identified the Russian leadership as the principal force behind major migration flows into Europe, citing its involvement in conflicts across multiple regions. In a stark assessment, Brunner stated that Vladimir Putin stands behind the substantial refugee movements that have strained European border controls in recent years. The commissioner’s remarks highlight growing concerns within EU institutions about the geopolitical dimensions of migration pressures.
Conflict Zones and Resultant Refugee Waves
Brunner detailed how Russian support for the Syrian regime of Bashar al-Assad throughout the civil war that erupted in 2011 directly contributed to the massive migration crisis of 2015-2016, during which over two million people sought asylum. The subsequent wave involved Ukrainians arriving in the European Union following Russia’s full-scale invasion, with approximately 4.3 million receiving temporary protection. Regarding ongoing Middle Eastern instability, the commissioner asserted that even where Moscow did not initiate conflict, it provided backing to regimes that generate displacement.
Documented Routes for Orchestrated Movement
A European Council report from January 2025 outlined specific patterns indicating systematic exploitation of migration routes. The document noted that many migrants from African and Asian nations initially obtain Russian student or tourist visas in their home countries. They then travel via Turkey or the United Arab Emirates to Russia, before using trains and buses to reach the EU’s external borders via Belarus, where attempts at illegal crossings and provocative incidents frequently occur. This pathway has been used by Syrian, Somali, Eritrean, Ethiopian, Yemeni, and Afghan refugees.
