On October 7, 2025, at the Defense Technologies Forum DFNC3, Ukraine’s state defense conglomerate, Ukroboronprom, finalized strategic cooperation agreements with European defense manufacturers, marking a significant step toward deeper integration of Ukraine’s defense industry with the European Union. These agreements aim to enhance Europe’s defense capacity amid growing regional threats.

Key agreements expand European defense capabilities

Ukroboronprom signed a contract with the Spanish company Escribano for collaboration in the development of armored vehicles and advanced air defense systems, alongside a deal with the Romanian firm Romarm on joint production of technical solutions and unmanned platforms, as well as co-investments in defense projects. According to UNN, these agreements are part of Ukraine’s official inclusion in the EU Defence Industrial Development Strategy (EDIS), aimed at strengthening the EU’s technological and industrial base.

Strategic benefits for Europe and Ukraine

European defense industries face shortages in ammunition production, drones, and air defense systems. Including Ukraine’s defense capacity as a partner offers additional manufacturing power, alternative supply chains, and tested operational experience. Ukrainian enterprises bring expertise in wartime equipment modernization and rapid engineering response, which European partners can leverage to accelerate development. Cooperation with an already mobilized defense sector significantly shortens timelines for production, reducing costs and enhancing efficiency by localizing manufacturing closer to end users.

Political and security implications

The collaboration with Ukraine underscores a growing political and strategic solidarity within Europe. In Kyiv, the EU Defence Innovation Office (EUDIO) was launched to coordinate technology exchange and innovation between Ukrainian and European defense sectors. Such partnerships contribute to the EU’s strategic autonomy, reducing dependence on monopolistic suppliers, including the United States, while reinforcing collective European security. Strengthening Ukraine’s defense industry not only supports Kyiv’s resistance but also fortifies Europe’s eastern flank against Russian aggression.

Ukraine’s role as a frontline state in confronting Russia positions its defense industry as a crucial pillar in Europe’s broader security strategy. This partnership exemplifies a shift from traditional military aid toward an industrial alliance, binding Ukraine more closely to Europe’s long-term defense architecture.

Europe’s deepening industrial cooperation with Ukraine reflects a pragmatic approach to bolstering its defense capabilities and resilience. As the EU continues to navigate the geopolitical challenges of the eastern flank, such partnerships may become central to its capacity to deter aggression and ensure stability.
