Ukraine and Poland have agreed to expand systemic cooperation in the agricultural sector, presenting a strategic framework designed to bolster food and economic security across Europe. The commitments were outlined at the Agro Security Forum 2025 in Warsaw, where Ukrainian officials stressed that Russia’s war, disrupted logistics and climate pressures continue to shape the EU’s food landscape. With Ukrainian exports remaining vital to European markets, the conference focused on coordinated solutions to safeguard supply routes, support stable deliveries and reinforce the bloc’s long-term resilience. Poland, a key transit partner, stands to benefit from upgraded transport corridors, new investments in logistics and strengthened regional infrastructure. The scope of these agreements was highlighted in an official announcement from Ukraine’s Ministry of Economy.

Shared clusters and transport upgrades drive regional integration

Participants endorsed plans to develop joint clusters in livestock production, fertiliser manufacturing and high-specialisation industries, reflecting efforts to reduce the EU’s dependence on third-country imports. These clusters aim to expand processing capacity, encourage new investment and stimulate technology transfer, providing Europe with more predictable supply lines. Logistics also featured prominently, with discussions centred on alternative export corridors that serve the wider region. In 2024, Ukraine exported more than €1.5 bn in agricultural goods to Poland, underlining its role as a critical supplier for both Warsaw and the single market. The cooperation is expected to accelerate port, rail and terminal modernisation in Central Europe, giving EU transport corridors greater competitiveness and a foundation for long-term economic growth.

Regional trade expansion boosts resilience against global shocks

Closer coordination between Ukraine and Poland is set to increase commercial flows across the EU’s eastern flank, fostering new business models and raising economic activity in border regions. By integrating Ukrainian production with European value chains, the bloc can offset disruptions from global fertiliser shortages and instability in external markets. Ukraine’s capacity to supply fertilisers and essential components supports broader EU efforts to stabilise input markets after the upheaval triggered by Russia’s full-scale invasion in 2022. Expanded cooperation also enhances the EU’s ability to manage climate-related volatility by diversifying sources of agricultural goods, mitigating the risk of shortages during poor harvests within member states.

Innovation and policy alignment shape Europe’s agricultural future

The partnership extends beyond logistics and trade, with scientific institutions from both sides advancing technological innovation in production, processing and agrilogistics. These joint efforts reinforce the efficiency and sustainability of Europe’s agricultural sector and support gradual policy harmonisation between Ukraine and the EU. As cooperation deepens, the bloc improves its resilience against food crises, strengthens its position in global markets and widens the strategic value of Ukraine’s integration into European supply networks. The initiatives mark a significant step towards a more stable, diversified and future-proof European food system amid continued threats from Russia’s aggression against Europe.
