Russia’s foreign ministry accused Western countries on 25 December of obstructing progress towards a peace settlement, arguing that negotiations are advancing slowly because of alleged interference by Europe and the United States. The statement was delivered during a regular briefing and was widely circulated by Russian media, including coverage of remarks issued at a time when talks between Ukraine, the United States and Russia were described as entering decisive stages of a possible settlement, according to the briefing published by Russia’s foreign ministry briefing on peace talks.

The accusations were framed as an explanation for the lack of tangible results in the negotiation process, with Moscow portraying itself as a party facing external pressure rather than as a driver of the conflict. Russian officials avoided detailed references to the military conditions and political demands under which the Kremlin agreed to participate in the talks.

Western role framed as coordinated sabotage

In line with a coordinated narrative from the Kremlin, Russian officials depicted the West as a bloc that allegedly “plays along with Ukraine” and seeks to undermine negotiations. Particular emphasis was placed on claims that the European Union and NATO are attempting to derail the process entirely, shifting attention away from Russia’s own military actions and negotiating positions.

Russian diplomats asserted that Western European states were sabotaging dialogue, while omitting the fact that any sustainable settlement depends primarily on security guarantees and the protection of Ukraine’s territorial integrity. These elements, repeatedly raised by Kyiv and its partners, remain central to negotiations regardless of diplomatic rhetoric from Moscow.

Shifting responsibility and eroding trust

By blaming external actors for stalled talks, the Kremlin appears to be seeking to transfer responsibility for the lack of progress away from Russia itself. Analysts note that this approach allows Moscow to avoid acknowledging that its military aggression and rigid negotiating stance are widely viewed as the main obstacles to an agreement.

Such accusations risk undermining trust and constructive engagement between negotiating parties. Casting doubt on Western intentions may also weaken confidence in any future initiatives proposed by Russia, even beyond the context of the war in Ukraine, by reinforcing perceptions of bad faith.

Domestic and strategic objectives of the narrative

The continued emphasis on an “external enemy” serves domestic purposes by consolidating internal support and deflecting criticism over economic or military setbacks. This rhetoric, common to authoritarian systems during armed conflicts, is designed to reduce internal dissent by attributing failures to outside forces.

At the international level, claims that the West is seeking to torpedo negotiations may also be intended to create divisions among Western countries. By suggesting a lack of unity within the EU or NATO, Moscow aims to encourage doubts about continued support for Ukraine and to exploit potential political disagreements within allied institutions.
