Russian diplomats, including special envoy Rodion Miroshnik, plan to host an international telebridge in Vienna on July 10, 2026, aimed at accusing Ukrainian forces of committing terror against civilians in the Kherson region, according to the Ukrainian Center for Strategic Communication. Kyiv says the event is the latest Russian effort to spread disinformation and justify Moscow’s ongoing war.

The telebridge, titled “Crimes of the Kyiv regime: terror against civilian population of Kherson region,” is scheduled to take place in Vienna, a traditional hub for European multilateral diplomacy. Ukrainian officials described the initiative as a propaganda exercise intended to shift blame for Russia’s own military actions against civilians onto Ukraine.

Fifth such event within OSCE framework

This marks the fifth so-called “international telebridge” organized by Russian representatives in connection with diplomatic talks on military security and arms control at the OSCE Forum for Security Co-operation and the OSCE Permanent Council, according to the Center. The format has been used repeatedly to disseminate distorted claims about the war.

Rodion Miroshnik, designated by Moscow as a “special envoy for crimes of the Kyiv regime,” is a former collaborator of the self-proclaimed Luhansk People’s Republic, which is not recognized internationally. Ukrainian authorities say his involvement underscores the transformation of Russian diplomacy into a propaganda tool.

Accusations of hypocrisy

The theme of the telebridge – accusing Ukraine of terror against civilians in the Kherson region – has been condemned by Ukrainian officials as a cynical falsehood. They note that Russian forces were responsible for the destruction of the Kakhovka Dam in 2023, regularly shell Kherson with guided bombs and artillery, and use drones to target civilians. Moscow also operates filtration camps for Ukrainians in occupied territories.

The real objective of the event, according to the Center, is to create media noise, disinform Western societies and undermine the consensus among European politicians on military and financial support for Ukraine. Russia is exploiting free speech standards to inject fabricated testimony into the European information space, the Center added.

Questions for Austria and OSCE

The organization of such propaganda telebridges in Vienna raises questions about the appropriateness of providing venues and visas to individuals under sanctions who work to undermine European security, Ukrainian officials said. Allowing Russian propaganda under the cover of diplomatic immunity or the need for dialogue risks discrediting the OSCE, they argued.

“If an institution created by the Helsinki Accords to protect borders and human rights allows its mechanisms to be used to legitimize annexation and terror, it loses its mission,” a statement from the Center said.

Any participation or silent presence of Western diplomats at Russian telebridges would be interpreted by Moscow as legitimization of its propaganda narratives, Ukraine warned. The appropriate response, Kyiv believes, is full non-attendance and heightened diplomatic pressure on Russia, including expanding sanctions lists to include organizers of such propaganda events.

The telebridge is scheduled for July 10.
